Shibuya Scramble Square: The Building Under the Deck

Shibuya Scramble Square is the skyscraper, and Shibuya Sky is the observation deck on its roof. People conflate the two constantly, and it matters for one practical reason: if you search for the building you get shop directories and floor guides, and if you search for the deck you get tickets. They are not the same product.

The tower is a mixed-use block of retail, offices and the observation facility, built directly over Shibuya Station and opened in 2019. It reaches 229.7 metres, making it the tallest building in the Shibuya area. It was designed by Nikken Sekkei with Tokyu Architects & Engineers and JR East Design.

Where the observation entrance is

Level 14. This is the single most useful fact on this page, because the deck is on the roof and visitors reasonably assume they should be heading for the top from the street. You cannot. Ticketing and entry are on 14, and the ascent through SKY GATE takes you from there up to 45, the rooftop and the indoor gallery on 46.

Getting to level 14 means going into the building rather than following the crowds toward the Hachiko exit, which puts you outside on the crossing instead. The route page has the step-by-step.

The rough shape of the floors

Retail occupies the lower and mid levels, with fashion, homeware and cosmetics spread across them, and there is a food floor in the basement in the Japanese department-store tradition. Offices take the middle of the tower. The upper levels are given over to the observation facility, with restaurants and a café on the floors just below it.

The building also houses a large bookstore with a paid co-working lounge, which turns up in searches often enough to be worth naming, and a number of chain and flagship stores that are not a reason to visit in themselves.

Eating before or after a slot

There are restaurants inside the building on the upper floors, which is convenient if you have a timed slot and an hour to fill, though they are priced accordingly. The wider point is that you are standing on top of Shibuya Station: the density of places to eat within a few minutes’ walk is as high as anywhere in Tokyo, and you do not need to eat in the building.

If your slot is around sunset, eat first. Coming down at 20:00 to look for dinner in Shibuya on a Friday is not the plan you want.

The free floors

Parts of the building give you a view without a ticket, which is the honest caveat to put on any page selling deck admission. They are not remotely the same as the open rooftop, but they cost nothing, and the free views page sets out what you get and what you give up.
