Shibuya Hikarie's Sky Lobby
Hikarie is a tower on the east side of the station, and its Sky Lobby on the 11th floor is free to enter and gives a wide window view west across Shibuya. It is a lobby rather than an attraction: no ticket, no queue, no timed slot, and no expectation that you will stay. For a first look at the district from above, it does the job at no cost.
What free does not get you
Height and air. Eleven floors is not 229 metres, and a window is not a roof. The specific thing Shibuya Sky sells — standing in the open at the edge with the crossing directly beneath — has no free equivalent in the district. If that is what you came for, the free options will not satisfy it.
